Responsibilities
General Directorate
The General Directorate is the central leadership and administrative board of Ruhengeri Level Two Teaching Hospital(RL2TH). It provides overall strategic direction, institutional governance, and coordination of all hospital activities to ensure the delivery of high-quality, safe, and patient-centered healthcare services.
Core Responsibilities
- Strategic Leadership and Policy Implementation
Defines the hospital’s vision, mission, and strategic priorities, and ensures alignment with national health policies and regulations. - Hospital Administration and Governance
Oversees day-to-day operations, institutional management, and compliance with legal and regulatory frameworks governing public health institutions. - Coordination of Clinical and Support Services
Ensures effective collaboration between clinical, diagnostic, and support departments to maintain efficient and integrated healthcare delivery. - Human Resource Management
Supervises staff recruitment, development, performance management, and welfare to maintain a competent and motivated workforce. - Financial and Resource Management
Oversees budgeting, financial planning, and optimal use of hospital resources to ensure sustainability and accountability. - Quality Assurance and Patient Safety
Promotes continuous quality improvement, patient safety standards, and evidence-based healthcare practices across the institution. - Partnerships and Institutional Development
Strengthens collaboration with government boards, academic institutions, health partners, and international organizations to advance healthcare, training, and research.
Through strong leadership, accountability, and innovation, the General Directorate ensures that RL2TH continues to fulfill its mandate as a leading national referral and teaching hospital, committed to excellence in healthcare, education and research.
Dr MUHIRE Philbert
Director General
Medical Doctor and Holder of a Masters Degree in Public Health, International Health Specialization, Dr Muhire Philbert is Currently a Director General of Ruhengeri Referral Hospital since January 2019. He is a certified public health leader by University of Washington, School of Public Policy and Governance through International Program in Public Health Leadrship. He is also pursuing a Masters in Business Administration, Global Health Care Management at UCAM University in Spain.
He has served as a Director General of Rwamagana Provincial Hospital from January 2016 to December 2018. Between June 2015 and December 2016, He was leading Pediatric HIV Program in Rwanda Biomedical Centre. With extensive experience in HIV Care and treatment, He has been a National Mentor in HIV Care and treatment for four years after serving as a Medical Officer in Different District Hospitals in Rwanda.
Dr MUHIRE Philbert is a committed Health care leader and always open for constructive ideas in terms of health planning, clinical research, disease prevention, primary health care provision and High Tech in Medical care. His areas of research are predominantly Maternal Newborn and Child health and HIV.
